| 摘 要： | 现今对素质教育的相关论述颇多，但并未给素质教育的实施带来突破性进展。应试教育愈演愈烈，素质教育却徘徊不前。实施素质教育的关键在于确保升学率，且建立相应的运行机制：素质教育升学保障机制、素质教育评估奖惩机制、素质教育法律约束机制，进而推进素质教育稳步向前发展。

| Abstract: | So many discussions on quality-oriented education nowadays do not bring breakthrough to the development of the implement.Examination-oriented education grows more and more vigorously,while quality-oriented education doesn't make much progress.The key to quality-oriented education is to ensure the passing rate in higher education level entering examination and set up relevant operation mechanism: ensuring mechanism for higher education level entering examination;reasonable assessment mechanism;legal restriction mechanism,which will help to promote the steady development of quality-oriented education. |
