| 摘 要： | 寻租理论主要研究由于政府干预市场运行而产生的垄断、关税和管制等行为以及由此引发的一系列腐败、资源浪费、社会福利损失等问题．我国正处于社会主义市场经济体制的建设中，政府如何转变职能，减少对市场运行的不当干预，避免寻租行为的发生，是行政体制改革的重要内容．
