新世纪德国大学博士生教育改革的行动逻辑研究

摘    要:在高等教育改革中,“标准模式”的全球扩散已成为普遍现象,但其在不同国家的“落地”过程却非常复杂。新世纪德国大学博士生教育改革以“盎格鲁-撒克逊”模式为标准,建立了趋同化的研究生院组织架构,但其内部却出现了与研究生院所表述的运作模式不完全一致的行动方式。德国大学博士生教育改革的行动逻辑,印证了新制度主义理论框架中组织形式结构与实际行动结构的“松散联结”。理解标准模式落地的复杂性有助于避免“标准”与“本土”、“传统模式”与“革新模式”的二分说,更好地揭示复杂性条件下多元主体协调合作的客观现实,进而以一种总体性视野来规划博士生教育改革。

Abstract:The global diffusion of standard models in higher education reform has become a common phenomenon, but its landing processes in different countries are very complex. In the new century, the reform of doctoral education in German universities takes the Anglo-Saxon model as the standard, and establishes an assimilative organizational structure of graduate school. However, actions which are not completely consistent with the expression of the graduate school are emerging. The action logic of the doctoral education reform in German universities confirms the "loose coupling" between the formal structure and the actual activities in the theoretical framework of new institutionalism. Understanding the complexity of the implementation of the standard model helps to avoid falling into the dichotomy of "standard" and "local", "traditional" and "innovation", better reveal the objective reality of multi-subject coordination and cooperation under complex conditions, and then plan the doctoral education reform with an overall perspective.
