| 摘 要： | 陵县作为西汉特殊地方行政组织,对西汉的政治、经济、文化均产生了重要的影响,其相关问题值得深入研究。西汉陵县的设置究其根本原因是为了“强本弱末”,削弱地方,巩固中央;同时也是统治者推崇皇权,使陵民“事死如事生”观念的反映。西汉一朝从高、惠到文、景,再到武、昭、宣计7帝都设置了陵县,并多次徙民充实人口。西汉陵县不同于一般郡县,虽地处三辅之地,但直属于太常管理,陵县令的禄秩也高于一般县令,与郡守相当。而陵民负担则与一般郡县相同。尽管陵县有巩固中央集权、开发关中、繁荣京师的作用,但其后期表现出不利于治安管理、田地资源紧张及生态环境破坏等种种弊端和社会问题,致使元帝终废置陵县,诸陵邑也分属三辅。

| Abstract: | The tomb counties as a special local administration ognization,had played a very important rule on politics,econoiny and culture in Western Han Dynasty.A lot of points about tomb counties were needed to study deeply.The essential reason of eatablisling tomb counties were"Qiang Gen Ruo Zhi ",that is to cut the local force and consolidate central power.It reflected the praising imperial power of the ruling class who forced the people of tomb counties to serve the death like living.There were seven emperors who builded tomb counties and moved the people there from GaoDi till XuanDi.The tomb counties were located in SanFu area and administered by Taicharg.Though the salary of offical in tomb counties was higher than that of other countyie yet the people's burden of tomb counties equaled to that of other counties There were many problems in the course of building tomb counties,such as difficuty in adminiter,being short of land.and destroy the modes of life and relation to enviroment.So the tomb counties was abolished by Yuang Di and administrated by SanFu in the late of Western Han Dynasty. |
