| 摘 要： | “开放合同数据”是开放政府数据的重点领域,更是国际反腐败开放数据的突破口,英国在这一领域走在了世界前列,其成功做法和经验对于我国政府制定开放数据政策和参与国际合作具有参考和借鉴价值。文章采用文献分析和网络调查方法,从反腐败和建设公平的竞争环境的视角,介绍英国政府开放合同数据的相关政策、标准和数据服务情况。同国际先进水平相比,在大数据时代,我国政府采购与合同从信息公开向数据开放的转变还很缓慢,应在政策支持、参与国际合作、标准化建设和质量保障上加大力度。

| Abstract: | 〕Open Contracting Data(OCD)is a key area of Open Government Data(OGD),and it is also a breakthrough in international anti-corruption open data.The UK is in the forefront of the world in OCD,and its successful practices and experience have reference value for our government’s open data policy-making and participation in international cooperation.Applying the methods of literature review and Web survey,this paper introduces the relevant policies,standards and data services of OCD in the UK from the perspective of anti-corruption and building a fair competition environment.Compared with the international advanced level,in the era of big data,the transformation of government procurement and contracts from information disclosure to data openness is still very slow in China.We should strengthen our efforts in policy support,participation in international cooperation,standardization construction and quality assurance. |
