| 摘 要： | 英国是世界上最早对著作权立法的国家,图书馆在著作权制度的创新过程中扮演着重要的角色。英国对图书馆使用著作权的立法思想值得我国立法机关借鉴,英国图书馆界保护著作权的自律性做法与经验对我国图书馆界不乏启示意义。
