| 摘 要： | 近年来,随着高校图书馆采购经费的不断增长,图书普遍实行政府采购后,出现了较为严重的腐败问题。根据人都是自利的且具有有限理性的这一经济人的理论,我们应当建立健全制度、加强监督、加大处罚力度,形成制度使其不为,监督使其不能,处罚使其不敢的机制,从而有效地防范图书采购中的腐败问题。
