| 摘 要： | 通过对46家省市自治区公共图书馆借阅证现状的网络调查,发现存在进馆门槛高、办证费用高、等级划分读者权利、忽视弱势群体的办证权利、图书馆借阅证拥有率低等问题,提出了立法保障读者图书馆权利、免证进馆、免费办证、改革押金制度、一证通用、为弱势群体提供办证优待以及加大图书馆借阅证宣传推广等建议。
