| 摘 要： | 通过对德国电子政务发展历程、发展目标、职能管理和资金保障方面的分析，对德国电子政务的基本情况
和建设特点进行了深入梳理，对比我国电子政务在发展规划、组织实施、管理业务流程重组等方面存在的差距，提出
我国电子政务建设与发展应从国家层面对政务体系制定整体发展规划、实施可操作的从中央到地方的分步建设推进方
案、按需重组政府管理业务流程、完善相关配套法律法规、营造稳定政务系统运行环境的建议。

| Abstract: | This article through to the German E-government development course, development goal, functional
management and capital to the analysis of the security of e-government in Germany the basic situation and
construction characteristic of carding and comparing our country electron government affairs in development
planning, organization, implementation, management, business process reengineering, as well as the gap of
e-government construction and development of our country should be put forward at the national level of
e-government system, formulate the overall development plan, the implementation of operational from central
to local levels advance step by step construction scheme, on-demand business process reorganization of the
government management, perfecting the relevant laws and regulations, build a stable government affair system
running environment. |
