| 摘 要： | 针对当前在新疆企业知识产权管理规范贯彻过程中企业、知识产权中介辅导机构和知识产权管理部门出现
的问题，文章剖析了这些问题产生的原因，提出了贯彻企业知识产权管理规范应遵循市场规律，从引入竞争机制和奖
励机制、选择适合新疆企业的贯彻知识产权管理规范模式、提高知识产权中介辅导机构服务水平、减少政府主导因素
等方面进行创新性工作的方式研究，探索符合新疆企业实际的贯彻知识产权管理规范之路，确保贯彻企业知识产权管
理规范工作取得成效。

| Abstract: | In view of the current Xinjiang enterprise intellectual property management practices process
in business, intellectual property and intellectual property counseling agencies intermediary management
problems, this article analyzes the causes of these problems, the proposed corporate intellectual property
standards implementation should follow the laws of the market and introducing competition mechanism
and incentive mechanism, select the appropriate IP standards implementation Xinjiang enterprises enterprise
model to improve intellectual property intermediary counseling agencies service levels,, reduce the terms of
the government-led factors were way research and other innovation work, trying Exploration of Xinjiang
