| 摘 要： | 信息政策是国家实施宏观信息管理的行动指南和行为规范,是我国信息化进程的重要保障。在目前尚无权威的信息体系框架的背景下,本文着眼于信息政策的宏观体系框架,以现有的信息政策数据为基础,选取北大法律网这一数据全面且权威的法律网站作为数据来源,首先以现有的理论框架为基础确定一级领域,然后对数据进行聚类分析,并参照《中国分类主题词表》扩充关键词并规范用词,确定二、三级领域。最终提出一种具有三级层次关系的信息政策体系框架。本文的研究成果旨在找出信息政策制定和研究过程中的盲点,并对规范信息化进程提供参考。
