| 摘 要： | 地方志是在政府负责地方志工作的机构主持下,代表其意志创作,由其承担法律责任的被<地方志工作条例>立法认定为特殊类型职务作品的智力成果.编纂地方志活动涉及著作权利分配和利益关系的协调问题,受到著作权制度的规范.实践证明,图书馆及其内部自然人是地方志的主要编纂者之一,在参与地方志编纂工作中,应注重自身合法权益的保护.
