| 摘 要： | 法律问题是制约机构知识库建设的瓶颈,其主要涉及版权许可与知识产权保护.文章拟通过借鉴国外的一些解决方法,包括引进合理使用原则、国家许可证制度、知识共享协议等来加大机构知识库的响应存储力度.

| Abstract: | Legal issues is a bottleneck which restricting the development of institutional repository.Legal issues is including the copyright license and intellectual property protection.We would introduce some foreign solutions such as the fair use,national license,creative commons license which should greatly increase the authors' the will of self-archiving. |
