| 摘 要： | 以重庆地区为例考察了《中华人民共和国政府信息公开条例》第16条的实施情况,发现其在区县公共图书馆实施状况不佳,仍是"纸上的法律";论述了区县公共图书馆应当开展政府信息查询工作的几个原因,并提出区县公共图书馆开展政府信息查询工作的初步构想,以期将第16条转化为现实的法律秩序。
