| 摘 要： | 面对国内高校图书馆印刷型外文期刊招标采购不规范、代理商评估、标段划分与报价、电子期刊数据库捆绑订购纸本期刊招标、购权重印期刊招标等方面存在的问题,应采取规范化文件或行业指南、选择期刊到货完整率作为主要指标评估代理商、采取"一刊一标,自由重组"的标段划分和期刊报价方式、捆绑订购纸本期刊与电子期刊数据库代理商结合招标、组织集团采购购权重印期刊等措施加以解决。
