| 摘 要： | 本文基于对图书馆作品使用受限的分析,提出图书馆作品使用权这一概念,阐述了图书馆作品使用权的内涵及表现,并对图书馆作品使用权提出的合理性进行证明,认为图书馆作品使用权可打破版权对图书馆服务的限制,具有保障读者受教育权、实现信息公平与利益平衡的意义。

| Abstract: | Based on the analysis of using Limitation of Library work,This paper puts forward the concept of work use right and elaborates the meaning of it and proofs the justifiability which is put forward,and considers that it will break the limitation from copyright for library use works,and could protect the right of user's education and realize the information equitableness and the balance of interests as well. |
