| 摘 要： | 国家＂十二五＂规划纲要从建立健全基本公共服务体系和推动文化大发展大繁荣两个维度规划了公共文化建设。实施公共文化设施免费开放是推进基本公共服务均等化首先要突破的问题。公共图书馆在落实免费开放政策过程中,首先要完善和发展公共图书馆基本服务的内容、范围和项目;其次要探索建立真正落实公共图书馆经费分担机制的约束制度;第三要健全和完善公共图书馆服务能力和服务水平的评价体系。公共图书馆要抓住创建公共文化服务体系示范区（项目）这一机遇,继续推进总分馆体系建设;全面提升服务质量和服务效益;积极探索资源的整合、集成、共享模式;普遍开展流动服务,促使服务体系进一步走向完善;加强队伍建设,提高从业人员的职业素养和专业化水平。公共图书馆还要抓住＂十二五＂时期国家实施公共数字文化三大工程的契机,实现数字资源建设和远程服务的新突破。
