| 摘 要： | 获取知识与信息是每一个公民的基本权利,保障公民的这一基本权利有利于图书馆发挥促进科技创新、保障人们终身学习和满足休闲娱乐需要的社会职能。捍卫公民的这一权利是图书馆的职责。高校图书馆应当向社会开放。
