| Abstract: | The decision-making in purchase books and information resources of the library belongs to the risk policy-making. Therefore, mastering the policy is the basis and pre-conditions, such as, publishing and distribution, the needs of library users, book-collection of the library, inter-library cooperation, policy and law, feedback of information from the users. |
