| Abstract: | This article expounds the significance of analysis advantages of local libraries in policy practicality, levels and facilities of libraries. Local university libraries the local universities to carry out social service, makes an information resources, human resources, management should correctly handle the relationships between the work emphasis, the limits of authority in using databases and the incentives of the librarians while carrying out social service, characteristic collection and exploitation of information resources, sponsoring lectures and exhibitions in the libraries. |
