| 摘 要： | 文章对高校图书馆“罚款制度”是否合法的问题进行法理分析，指明了高校图书馆与读者的法律关系及各自的权利义务，论证了高校图书馆“罚款制度”的合法性和合理性。通过分析，以法学理论为依据，根据图书馆管理工作的实践，建议将目前通行于各高校的图书馆罚款制度进行相应的修正。

| Abstract: | This article makes a legal analysis of the penalty system in university libraries,points out that the legal relationship between the library and readers,their respective rights and obligations,and proves the legalization and rationalization of the penalty system in university libraries.Combining the legal theory and the analysis with the practice of the management work in the author’s library,the author proposes that libraries should make some appropriate amendments to the present penalty system adopted by the university libraries. |
