| 摘 要： | 深入贯彻落实总体国家安全观,统筹规划、认真设计联合情报信息技术体系,实现多维空间、多种领域、多源情报信息融合与分析挖掘,为国家安全重大决策提供情报支持和技术支撑,是当前一项十分重要的工作。本文根据国家利益要求,立足国家法律法规,在分析国家安全需求基础上,研究联合情报信息技术体系建设思路和方向,探索资源目录、技术标准、技术框架、模型算法、服务模式等建设途径,提出统筹规划整体建设、科学开展联合建设、突出保底手段建设等需要关注的问题,为国家安全联合情报信息生产加工、处理服务、指挥预警等工作开展提供参考。

| Abstract: | It is a very important task to implement the overall national security concept, plan and design the joint information and information technology system in an all-round way, to realize multi-dimensional space, multi-fields and multi-source information fusion, analysis and mining, and to provide information support and technical support for major national security decisions. According to the requirements of national interests, the national laws and regulations, and the analysis of national security needs, this paper studies the ideas and directions for the construction of joint intelligence information technology system, explores the construction approaches of resource catalogue, technical standards, technical framework, model algorithm and service mode, and puts forward the needs of overall planning, scientific joint construction, and highlighting the construction of bottom-keeping means. This study also provides reference for the development of national security joint intelligence information production and processing, processing services, command and early warning work. |
