| 摘 要： | 科技型中小企业技术创新能力分析系统以“基于云服务的国家科技文献服务系统”和科服网为数据与平台支撑，为政府、中介服务机构和科技型中小企业提供企业技术创新能力分析服务。文章在企业技术创新能力研究现状分析的基础上，提出了科技型中小企业技术创新能力分析系统的服务框架，包括企业技术创新投入、企业技术创新成果、企业技术创新转化能力，并提出了企业综合创新能力评价的计算方法。

| Abstract: | The www.tten.cn and National Scientific and Technical Literature service System Based on the ＂Cloud service＂ Architecture are data and platform supporting Analytic system on Technological Innovational Capabilities of Science and Technology-Oriented Small and Middle Enterprises （SME）. The Analytic System provides Analysis services for government, science and technology service agents, Science and Technology-oriented SME. After literature review of the relating research, the service Framework of the Analytic System on Technological Innovational Capabilities of Science and Technology-oriented SME is discussed, which includes capabilities of input, Technological achievement and Transformation. The Algorithm to estimate the systematic innovation capabilities of a company is then provided. |
