| 摘 要： | 我国图书馆法治建设的目标不是仅仅制定图书馆法,而是建立适合我国图书馆事业发展的法律体系。我国图书馆法律体系是一个以宪法为核心,以国家基本法律为指导,以图书馆专门法为基础,以图书馆相关法为关键,以相关国际条约、协定等为图书馆法的国际法基础,以图书馆行业自律规范为补充的相互联系、相互作用的有机统一整体。图书馆法律体系建设也离不开法学理论的支持与指导。

| Abstract: | The goal of Library legal construction in China is not to make library laws only,but to establish the legal system that fits the development of our Librarianship.Moreover,our library legal system is an organic unity of the whole with the Constitution as the core,the state＇s basic law as the guidance,library specialized law as the basis,library related law as the key,relevant international treaties and agreements as the international law basis of the library law and the norms of self-discipline of library industry as a supplement.Simultaneously,the building of library legal system needs the support and the guidance of legal theory. |
