| 摘 要： | 2003年启动的深圳图书馆之城建设，秉承平等、公益、开放的理念，通过政府的积极主导和全社会的协同努力，在全市构建起无所不在的公共图书馆网络，向市民提供开放与自助的图书馆服务。各区图书馆在打破行政区划限制、构建一体化管理的公共图书馆服务体系方面进行了积极探索。一个没有特区的图书馆服务体系正在渐入佳境。参考文献31。
