| 摘 要： | 文章强调档案管理属于公共管理范畴,档案及档案信息资源作为一种特殊的公共资源,其提供服务亦属公共服务范畴。文章旨在以大服务理念为指导,以档案资源的整合为基础,通过一种由内而外、由外而内的循环模式推进档案部门对社会的服务职能,从而使档案的价值得到最大限度的发挥,满足广大档案用户的需求。

| Abstract: | This paper emphasizes that archives management belongs to the field of public management.Archives and archival information resources,as special kinds of public resources,are classified as public management.The paper aims to construct a mode,with comprehensive service concept as a guide and archives resources integration as the basis.The circular mode promotes the service functions of the archives department from the inside to outside and from the outside to inside,so that the value of the archives is maximized,and meets the needs of the users of archives. |
