| 摘 要： | 本文旨在弄清南京国民政府时期国家档案馆运动的起源、过程及其意义。通过梳理原始档案及相关史料后发现,在中华图书馆协会、行政院档案整理处、国史馆筹备委员会等为代表性的学术与行政机构的推动下,《呈请政府组织中央档案局案》（1929年1月）、《重设国史馆案》（1934年1月）、《建立档案总库及筹设国史馆案》（1939年1月）等议案先后提出,傅振伦主笔的《全国档案馆组织条例草案》与毛坤撰写的《国家档案馆规程》则分别代表了官方与民间对国家档案馆制度设计的努力。尽管当时的档案界从实践与制度设计两个层面对国家档案馆建设作出了持久的努力,却未能实现创建国家档案馆的终极目标,但这一运动为新中国的国家档案馆建设工作留下了宝贵的实践经验与思想遗产。

| Abstract: | This paper aims at figuring out the origin, process and significance of the National Archives Movement during the period of Nanjing National Government. It’s found that, driven by some representative academic and administrative organizations such as Chinese Library Association, the Records Arrangement Office of the Executive Yuan and the Preparatory Committee for the Establishment of the State Historiographer’s Office, proposals like Petition the Government to Organize a Central Archives Bureau (January,1929), Re-establish the State Historiographer’s Office (January,1934), Set up an Integrated Archives Repository and Prepare for Establishing State Historiographer’s Office (January, 1939) were brought in successively. Meanwhile, the Draft Rules for the Organization of Archives Throughout the Country composed by Zhenlun Fu and the National Archives Regulations authored by Kun Mao respectively represented official and civil endeavors on the design of institution. Yet despite these efforts from levels of practice and institutional design, the ultimate aim of establishing national archives was not realized, whereas this movement had left precious practical experiences and ideological heritage on the establishment of national archives for the New China. |
