| 摘 要： | 从2003年的“非典”到2020年的“新冠肺炎”疫情,抗疫档案的整合管理及利用对疫情预警与防控的重要性和紧迫性日益凸显。抗疫档案具有来源分散、多元异构的特点,发动群体智慧参与抗疫档案资源库建设是抗疫档案建设与管理的必由之路。笔者借助Malone的群体智慧管理模型,在抗疫档案资源库顶层设计的基础上,构建了抗疫档案资源库建设总体框架,分别从建设目标、建设主体、建设方案和动力机制四个维度分析阐述了利用群体智慧建设抗疫档案资源库的方式。

| Abstract: | From SARS epidemic in 2003 to the novel coronavirus disease in 2020,the importance and urgency of the integrated management and utilization of anti-epidemic records for early warning and control of epidemic are becoming increasingly important.Anti-epidemic records come from scattered sources and are diverse as well as heterogeneous,therefore,enabling collective intelligence to participate in constructing anti-epidemic records database is the road to construction and management of anti-epidemic records.With Malone’s collective intelligence genome framework,the author builds the general construction framework of anti-epidemic records database on the basis of top-level design,which analyse and propose the methods to construct it by using collective intelligence from four dimensions:the construction goal,the construction subject,the construction plan and the dynamic mechanism. |
