| 摘 要： | 本文从理论联系实际的角度出发,对电子政务系统中的文件归档问题进行了思考。首先,电子文件的归档内涵有双重含义,既包括管理权限的转移,也包括文件实体的转移,二者缺一不可;其次,在电子文件归档方式的选择上,通过对比逻辑归档与物理归档的异同与优劣,提出逻辑归档并不适用于电子政务系统,应该采取在线归档为主、离线归档为辅的物理归档方式;最后,从文件实体转移与管理责任明晰两个方面,探讨电子文件归档的实现。

| Abstract: | Combining theories with practices, this article reflects on the issues about the archiving of records in e-government system. The archiving of records has dual implications which include the transferof both administration authority and records entity.Moreover, through comparing the advantages and disadvantages between logical archiving and physical archiving, the article points out thatlogical archiving is not suitable for e-government system, and that the archiving of electronic records should adopt physical archiving in which online archiving as the primary way and offline archiving as auxiliary. Finally,itdiscusses the realization of electronic archiving from the two aspects of transfer of records entity and clarify of management responsibilities. |
