| 摘 要： | 文章阐述了图书馆普遍均等服务的内涵,通过对当代中国语境的分析,说明普遍均等服务是中国社会发展对公共图书馆的必然要求,进而从责任主体、实施主体、服务对象、服务标准、有效途径五个层面论述了普遍均等服务的实施.

| Abstract: | This article describes the content of library universal equal service. Through the analysis of contemporary Chinese context, this paper shows that universal equal service of public library is the inevitable requirement during the social development of China. Furthermore, this paper discusses the implementation of universal equal service from five aspects such as responsibility subject, implementing body, service object, service standard and effective way. |
