| 摘 要： | 现代传播技术在图书馆大量使用引发的诸多问题，是对著作权法传统观念、传统规则的巨大冲击，其中最引人注目而又复杂难解的症结，即是关于著作权限制与反限制的问题。协调或解决好这些问题，才能既保护作者权益，又维系社会公平公正原则，促进图书馆事业发展。

| Abstract: | Many questions resulted by the use of modern information spreading technology in library are impacting traditional rules and ideas of copyright, especially the most difficult question copyright limitation and how to use the copyright limitation. We should deal with the question well to protect the advantage of writer, to insist on the social fair rules and to develop the cause of library. |
