| 摘 要： | 1927年国民政府定都南京,基于政治上的考量和社会各界的请求,在首都设立国立中央图书馆就成为南京国民政府亟需解决的问题。李小缘先生认为公共图书馆建设"首必有法律上之根据,或受法律之许可",国立中央图书馆作为公共图书馆的典范,其建设也应该从法规建设展开。民国时期有关国立中央图书馆的法规建设主要体现在三个方面:一为组织条例建设,二为人员遴选聘任规则建设,三为新书呈缴法规建设。
