| 摘 要： | 监测、预警是公共危机管理信息系统的两个重要功能,而将这两项功能紧密连接的则是公共危机预测分析,但目前这三种概念之间的关系还没有得到正确的界定。文章通过分析公共危机管理中监测、预测与预警内容,辨析了监测、预测与预警之间的关系。

| Abstract: | Monitoring and early warning are the significant functions of Public Crisis Information Management System.The method of public crisis forecast is the tight junction of monitoring and early warning functions.But the relation of these three concepts is still not correct defined.Article defines these three concepts through analyzed these three functions' in the process of public crisis management. |
