| 摘 要： | 图书馆是一种公益性的社会文化服务机构，先天带有义不容辞的信息服务社会责任，文章从社会组织的责任及责任特点出发，观察了国外某些图书馆组织对社会责任问题的研究状况，论述了图书馆因社会责任而生、图书馆的责任及其发展、内外约束增强图书馆责任意识的举措等问题，重点涉及的是改变图书馆管理者（层）责任观念上的偏差、改进图书馆评价体系、注重图书馆组织文化中责任价值观的培育、完善责任制度、建立多位体的监督约束体系。
