| 摘 要： | 电子政务是实现服务型政府的重要渠道，而政务信息共享和协同应用是推进电子政务建设的关键。在我国的政府体制下，条块分割和部门利益等因素阻碍了跨部门的网络政务协同，制约了电子政务治理理念的实现。文章提出以绩效管理作为推进政府信息协同的驱动力，从三个层面展开研究：从机制层面上，设计政务信息协同的绩效驱动机制，提出“信息股份”的思路以克服跨部门政务协同面临的体制障碍，为推进政务信息协同共享提供制度安排；从方法层面上，设计具有导向作用的绩效指标体系，为推进网络政务协同再造提供方法支持；从工具层面上，提出基于知识管理的绩效信息系统，以发现政务信息协同共享的制约因素，为推进跨部门的电子政务提供工具保障。
