| 摘 要： | 开放数据是一种理念与实践,按照用户特定的需求和相应的互联网协议、规则、框架对Web数据进行开发、加工、存储、组织等管理活动,以实现局域和全部Web空间的数据开放、互通、共享。文章探讨了开放数据在科学学术交流、Web2.0时代信息组织中的愿景,重点介绍了开放数据在当今电子政务中的应用现状,以及非营利性组织、企业对开放数据的推动情况。

| Abstract: | Based on user’s needs and certain Internet protocol,rules and framework,open data is a management philosophy and practice including developing,proceeding,storing and organizing web data,so as to realize the goal of open,interconnected,shared web space.This paper discusses open data’s role in digital scholarly communication and information organization.It also highlights its application status in e-government,NGOs,and enterprises as well. |
