| 摘 要： | 通过对合理使用原则与公共借阅权对立之根源的分析,认为有必要通过图书馆建立版权保护部门、建立完善的PLR法律制度、建立以政府为主导的协调机制等手段,从而实现合理使用制度与公共借阅权的良性搏弈的构想.

The good conceiving between the reasonable using system and the public lending right in library |

| Abstract: | It is analyzed the opposite reasons between the reasonable using rules and the public lending right in library. that is thought it is necessary, building a copyright protecting branch in library, founding a perfect law system of the public lending right, and constituting a corresponding organization with government guiding, so it is the good conceiving between the reasonable using system and the public lending right in library. |
