| 摘 要： | 将西方经济学中“替代品”的概念引入档案管理,通过分析纸质档案和电子档案各自的特点,来理解档案“双套制”管理的成因及作用。再次说明档案的概念及其属性,分辨电子档案与纸质档案之间存在的两种替代关系,总结“双套制”存在的问题和其未来的发展趋势。最后提出解决“双套制”的对策是通过技术和制度控制风险,推行档案“单套制”管理。

| Abstract: | This paper introduces the concept of substitute in western economics into archives management,and analyzes the characteristics of paper and electronic archives to understand the causes and functions of double-set system archives management.The concept and properties of archives are explained again,the two substitution relationships between electronic archives and paper archives are distinguished,and the problems existing in the double-set system and the future development trends are summarized.Finally,it is proposed that the countermeasures to solve the double-set system be controlling the risk through technology and system and implementing the single-set system management of archives. |
