| 摘 要： | 论文论述了信息弱势群体对基本信息的现实需求,指出保障弱势群体获取基本信息是我国新时期公共图书馆的重要使命;根据公共图书馆的特点,提出了建设以公共图书馆为平台的信息低保制度的构想,并论述了公共图书馆作为信息低保的制度设计需要解决的角色定位、作用发挥及服务转化等基本问题。
