| 摘 要： | 在当前构建现代公共文化服务体系的国家目标的实践语境下,公共图书馆事业取得了显著成效,但仍存在着投入与实际效率不匹配的问题,因而有必要对其服务效率进行评估。本文运用Super-SBM模型和Kernel核密度对我国30个省、市、自治区的公共图书馆服务效率现状进行评估,发现近10年来图书馆服务效率普遍呈上升趋势,但由于缺乏统筹规划、供给不足与结构失衡、重建设而轻管理而导致区域差距增大。鉴于此,公共图书馆应通过坚持国家治理主体、完善体制机制建设、践行与环境融合策略来推动公共图书馆事业发展。

| Abstract: | Under the current practice of constructing the national goal of the modern public cultural service system,the public library business has achieved remarkable results,but there is still a problem that the input does not match the actual efficiency,so it is necessary to evaluate its service efficiency.This paper uses Super-SBM model and Kernel density to evaluate the current status of public library service efficiency in 30 provinces,municipalities and autonomous regions in China.It is found that library service efficiency is generally rising in the past 10 years,but due to lack of overall planning,insufficient supply,structural imbalances,heavy construction and light management,there is an increment in regional disparities.In view of this,the public library should promote the development of the public library undertaking by adhering to the main body of state governance,improving the system and mechanism,and integrating with the environment. |
