| 摘 要： | 论文对深圳图书馆和广州图书馆等法人治理结构改革试点单位的实施情况进行了较为详细的分析研究,认为公共图书馆法人治理结构的建立和完善，有待政府层面大胆创新，拿出实质性的权力松绑措施，还结合当今社会现实和深化改革的要求，就公共图书馆建立法人治理结构所触及到的诸如管办分开、政府放权、理事会人员构成、理事的激励机制、理事会筹资功能、党组织作用及去行政化等一系列实际问题提出了观点和建议，为今后推进公共图书馆法人治理结构提供参考。

Empirical Study on the Public Library Corporate Governance Structure Based on the Practice of the Shenzhen Library and the Guangzhou Library |

| Abstract: | This papers analyzes and studies the corporate governance reforms in Shenzhen Library and Guangzhou Library such as the implementation of the pilot unit in detail, believes that the establishment and perfection of the corporate governance structure in public libraries should be bold innovation, the government level should take out the substantial measures of power loosening. Combining with the current social reality and the requirement of deepening reform, it puts forward the views and suggestions for the public library to establish the corporate governance, which refer to the separation of management and operation, the government decentralization, the council staff composition, the incentive mechanism, the financing function of the council, the party organization function, de-administration and a series of practical problems, hoping to provide a reference for promoting the public library＇s corporate governance structure in the future. |
