Abstract: | ABSTRACT The future of central cities remains in serious jeopardy, even with a booming economy. Big city populations, for example, are decreasing while suburban America is growing. Part of the solution might be found in how state and federal infrastructure dollars are shared. Yet state and federal reform alone won't solve the decline. The author suggests a number of ways to merge central city resources and government reform to bring about renewal. |
