| 摘 要： | 作为公共服务体系中的图书馆均等化是关注民生、重视民生的热点问题。公共图书馆作为公共物品，实质上是政府以整个社会的名义向每一位读者提供的文化、教育的公共空间。它保证了每一个人接受知识和教育的权利的实现，人们通过对图书馆的免费知识和教育资源的占有，获得分享社会文明成果的机会，参与知识经济的资本和核心竞争力，从而获得发展的能量。
