| 摘 要： | 信息公平理论是西方民主制度的产物,而中国特色的政治制度的民主形式与西方并不等同。中国语境下的信息公平只能是相对的而不是绝对的、是动态的而不是静态的。信息公平并不是要排斥和否认信息差异的存在,而是要追求有效地协调差异,让差异本身构成有序的和谐等级。因此,信息公平问题毋宁说是信息差异的合理调节问题。相应地,政府也不是信息公平诉求中的唯一责任主体,政府之外的信息保障机构和各类信息主体应该承受更多的担当。

| Abstract: | Information equity theory is the product of Western democratic system; however,democratic form of political system with Chinese characteristics is different from that of the Western.In Chinese context,information equity can only be relative rather than absolute,dynamic rather than static.Information equity is not to exclude and deny the existence of information differences,but to pursuit the effective coordination of these differences in order to make them constitute an orderly and harmonious hierarchy.Therefore,the issue of information equity is more truly that of reasonably adjusting information differences.Accordingly,government is not the unique responsibility subjects among which any other information guarantee organization and various kinds of information subjects should undertake more responsibility in the appeal of information equity. |
