| Abstract: | In ＂Twelfth Five -Year＂ period the new social circumstances has brought new social condition and poli- cies for the better development of the county level public library. This article analyzed existing problems in con- struction of the county public libraryes, and then proposed suggestions for their better development, combined with the favorable conditions which ＂Twelfth Five -Year＂ brought. |
