| 摘 要： | 图书馆科学发展的要义是发展图书馆文化事业、不断满足人们日益增长的精神文化需求；核心是“以人为本”即发展为了人、发展依靠人、发展人人共享；基本要求是实现图书馆的全面协调可持续发展，构建和谐图书馆。构建和谐图书馆表现为三个层面：总体上，图书馆与社会文明进步相适应；行业中，不同类型图书馆层次与结构合理；具体看，图书馆构成要素合理配置与均衡发展。

| Abstract: | The essence of scientific development of a library is to satisfy people＇s increasing ideological and cultural needs through the development of library itself; the core is ＂People Oriented＂, i. e. , the development should be targeted at people, depended on people and shared by people; the basic requirement is to achieve the complete, coordinated and sustainable development of the library and to construct a harmonious library. The construction of a harmonious library includes three aspects： as a whole, the library should adapt to the civilization and advancement of the society ; in terms of the profession, different types of libraries should have rational layers and structures ; specifically, the constituent elements of the library should be deployed rationally and developed on balance. |
