| 摘 要： | 探讨科技期刊是否可以作为项目的可行性，论述科技期刊责任编辑作为项目管理人需要转变的4个方面的观念（策划的意识、重视读者的意识、培育精品期刊的意识及统筹管理时间的意识），并详细描述了责任编辑作为项目管理人编辑科技期刊的具体工作流程。

| Abstract: | The feasibility of regarding the sci-tech journals as projects is discussed,and four ideas that the responsible editors should bear in mind are suggested:planning of journal development,paying more attention to authors,high quality publishing and overall managing the time.Finally the work flow of the responsible editors is described in line with project management. |
