| 摘 要： | 为提高中国期刊业的竞争力,从中外期刊业出版管理的角度,考察了中外期刊特别是科技期刊的办刊管理、出版立法、开放存取模式、经济调控机制、行业组织管理.认为我国对期刊业的管理方式应转向主要以经济、法律手段进行的间接管理,行业组织的行业管理职能应得到强化,同时期刊发展应顺应世界学术出版潮流,加强开放存取建设.
