| 摘 要： | 国内外科技期刊学术不端问题屡见不鲜,甚至有愈演愈烈之势。本研究首先对学术不端的定义和特征进行阐述,对国内外科技期刊防范和处理学术不端的理论研究和具体实践进行总结,然后重点对国内国际的相似性检测辅助工具、编审人员发现学术不端、作者原创性声明等防范手段,以及退稿、取消录用、撤稿声明、清退归零不当获得的所有荣誉和利益、司法干预等处理方法进行系统梳理。研究发现预防教育、制度建设、编审队伍建设、研发防控新技术等是未来根治学术不端问题的重要方向。

| Abstract: | Scientific misconduct is not uncommon in scientific journals at home and abroad in recent years, and things seem getting worse. This paper illustrated the definition and characteristics of publishing ethics and scientific misconducts, and summarized the current practices on prevention and management of scientific misconducts in domestic and foreign scientific journals, including similarity detection system software, identification of scientific misconducts by editors, originality declaration by the authors, as well as rejection, cancellation of acceptance, retraction announcement, withdrawal of acquired rewards or honor, even judicial intervention. In conclusion, the main countermeasures to eradicate scientific misconducts in the future might be realized through education on prevention, improved framework, better editorial team and research and development of new technology. |
