| 摘 要： | 由于审稿时间仓促、委托审稿机制不完善、缺乏监督约束机制、专家权益保障机制不健全等原因,使得部分专家审稿不充分、不严谨,审稿意见的可用性和可参考性不强,评判结果欠客观和公正,学术评价尺度把握不准,等等.据此提出了解决这些问题的办法.

| Abstract: | The problems in peer review process include: the reviewers don't have enough time, the supervision is not effective, and the system to safeguard the rights and interests of the reviewers is not perfected. These problems result in the unsatisfied and unconstructive comments. The author suggests some methods for resolving these problems. |
